AABPA aims to foster career development through interaction among members, many of whom work at the top levels of their profession; through monthly, informal discussions featuring well-known experts; and through twice-yearly symposia that attract the entire membership and invited guests. We also maintain a jobs forum, where employers can post job notices and job-seekers can develop leads.

SPRING, 2008, SYMPOSIUM

This spring's symposium took place April 1, 2008. Over 200 people came together to listen and discuss its theme, "Budget Policy and its People -- at the Crossroads?".

AABPA maintains an active series of brownbag lunch programs featuring experts in public budgeting and program analysis. The programs are designed to impart specialized and highly practical knowledge on complex budget/policy issues, and to give AABPA members a chance for direct and informal contact with colleagues and with recognized authorities in the field.

CPE credits are available for our monthly programs, as well as the seminars. Just scroll to the bottom of the Program announcement for the CPE credit form.

"Integrating Performance and Results: Pushing Budget Offices Today and Forcing the Budget of Tomorrow

Integrating performance and results with decision making for budget resources has long been a goal in the U.S. federal government. During the last several years, the current Administration has made a focus on performance the centerpiece of the President’s Management Agenda, placing pressure on budget offices to produce more detailed budgets, capital investment business cases and performance data in the form of program outputs and outcomes. Implementation of performance and budgeting has proven to be deceptively difficult.

These developments and implementations, however, are beginning to change and reshape the budget office of tomorrow, with the emergence of a set of best practices for budgeting and finance organizations for the changing world of budgeting. What are those best practices? What are the benefits that are returned from improvements in the way budgets are developed, analyzed and the way choices are framed and advanced?

Chief Financial Officer Pennsylvania Office of Long Term Living

Through a search firm, the Commonwealth of Pennsylvania is seeking a CFO of the Office of Long Term Living. The primary assignment for the CFO is the fiscal oversight and management of an annual budget of approximately $4.1 Billion, which consists of general fund, intergovernmental transfer, Medicaid and tobacco funds targeted to various institutional and home and community-based service programs across the Commonwealth. The Chief Financial Officer is responsible for planning, directing and managing the budget operations for the Commonwealth’s Long Term Care Medicaid Program, which include appropriations and augmenting revenues for LTC Nursing Facilities, 8 Home and Community-based waivers, Act 150 Attendant Care, Pennsylvania’s growing LIFE (Program of All-inclusive Care for the Elderly). The current authorized Long Term Living employee complement is 176 positions located in Harrisburg and in field offices statewide.

Financial Specialist
United States Sentencing Commission

Salary range: $69,764 – $107,854 per year
Series and grade: Equivalent to GS-12/13
Application period closes: Open until filled

The U.S. Sentencing Commission, a federal agency in the judicial branch, is seeking a motivated individual with knowledge of accounting concepts and principles and experience in financial management, budget formulation and execution, and monitoring of an agency's financial resources. Experience as a federal contracting officer and/or budget analyst is strongly preferred. The financial specialist works as part of a team in the finance office responsible for performing a variety of financial activities in the areas of financial management, budget formulation, purchasing, contracting, and travel.

Senior Accountant
Management Sciences for Health

RESPONSIBILITIES: The Senior Accountant is responsible for overseeing the Accounts Payable process in accordance with A122. This includes reviewing work done by the accounts payable staff; reviewing allowance payments and reconciling specified General Ledger accounts. In addition the Senior Accountant serves as a member of the Internal Audit team, conducting internal audits at project sites and at corporate headquarters.

Senior Finance/Operations Officer

RESPONSIBILITIES: The Senior Finance/Operations Officer (SFOO) shares overall responsibility with the Finance and Operations Team Leader for the successful financial and operational support of CLM overhead and direct project activities. S/he collaborates with the Center Director, Program Directors, Deputy Directors, and Team Leaders in assuring effective implementation of technical activities within the context of MSH and Project financial, contractual and operating systems, contract/cooperative agreement requirements, and USAID and other donor regulations. The Senior Finance/Operations Officers are aware of, and adhere to, MSH's procurement integrity standards in all activities.

Contract Officer
Management Sciences for Health

RESPONSIBILITIES: The Contract Officer working with the Contracts Proposal Unit Team will lead all compliance issues in proposals being prepared by Business Resource Development (BRD), develops cost strategies in consultation with the SCO-CPU, the Director of CGA and the CFO, coordinates CGA support for proposals as necessary, and adheres to and educates staff on procurement integrity standards in all activities. She or he is responsible for negotiating the terms and conditions of award with the donor. The Contract Officer is also responsible for working with BRD to improve the proposal development process and to assist in producing winning proposal submissions. Occasional travel may be required.

Budget Analyst

RESPONSIBILITIES: The Cost Proposal Unit: Budget Analyst prepares proposal budgets, budget notes, assists in the management of the cost proposal process and helps ensure that deadlines are met. These activities include, but are not limited to: developing and amending budgets for submission in coordination with the Proposal Manager in New Business Development (NBD), the technical budget point(s) of contact, the Senior Contract Officer and ensuring budgets are in compliance with donor regulations, as well as develop and maintain subcontractor relationships during the proposal process.
