PROCURMENT ADVISORS
The Budget and
Financial Accountability program within the U.S. Department of the Treasury’s
Office of Technical Assistance is competitively recruiting individuals to serve
as resident (long-term) and intermittent (short-term) advisors in the area of
procurement management. Advisors provide support primarily to Ministry of
Health officials in developing countries in procurement of health services,
medical supplies and equipment, and health facilities. Advisors are hired under
personal services contracts through the Intergovernmental Personnel Act
Mobility Program, which provides for the temporary assignment of personnel
between federal, state and local governments and other eligible organizations
(www.opm.gov/PROGRAMS/IPA/). This recruitment is for international assignments
worldwide and significant international travel is required.
Responsibilities and Duties:
- Provide technical advice on procurement management at all levels—legislative,
regulatory, and implementation to both policy and operational counterparts.
- Advise on the design of procurement organizations including staffing
complements, job descriptions, and reporting responsibilities.
- Draft and implement new or revised procurement laws, regulations, standards
and manuals applicable to procurement policies and procedures, recognizing that
multiple donors may impose multiple procurement systems on the Ministry of
Health.
- Design and implement procurement practices and business processes for both
manual and automated systems with strong internal controls, such as preparation
of procurement requests and funding documents, advertisement, solicitation
documents, selection of contractors, negotiation and award of contracts,
oversight and contract administration, payment, and closeout.
- Assist in development of standard documents for a variety of procurement
activities, such as procurement requests, advertisements, solicitation
documents, evaluation forms, contract formats, administration documents, etc.
- Organize on-the-job and classroom procurement training for procurement and
technical personnel. If others will conduct the training, assist in developing
the curriculum and selecting the provider. Also conduct training in person as
appropriate.
- Design procurement management reports for improved communication of
procurement information both within the procurement activity and to managers.
- Adapt procedures as required to conform to the country’s procurement law and
regulations and international best practices.
Qualifications:
- University degree. Masters Degree in Procurement is an advantage.
- 5+ years in a procurement management position in a governmental entity, donor
organization or non-governmental organization dealing with government
procurement.
- Experience in developing countries viewed positively.
- Strong knowledge of and experience with the principles of fair, transparent,
competitive procurement resulting in good value and successful contractor
performance. Understanding of a variety of procedures to achieve those
principles.
- Proficient in use of personal computers, MS Office Products and office
equipment.
- Self-starter with ability to work independently.
- Exceptional analytical and problem solving abilities.
- Ability to motivate the client and build consensus.
- Ability to be flexible within the appropriate regulations by changing focus
and approaches based on needs of the client.
- Strong communication and leadership skills.
- Knowledge of international standards and best practices is desirable
- Proficiency in French, Spanish or other languages is highly desirable.
