Process for Updating A-11

Seek input from OMB staff, Congressional staff (through CBO), GAO, Treasury, and the agencies—through the through BOAC. This year, also used the budget community website to collect comments and provide information on emerging issues and policy decisions.

Key Dates for the FY 2009 Budget

Initial budget submissions due     September 10
FACTS II closes for 4th quarter, FY 2007     October 22
MAX database opens; FACTS II revision window opens     November 5
Economic assumptions are released     November 16
Agency PY lock and FACTS II revision window closes     November 19
Receipt PY revision window closes     November 19
Final Treasury PY outlay data loaded into MAX     November 23
Agency baseline lock (discretionary and mandatory)     December 12
Final database: Agency lock-out     January 7
Transmittal of the FY 2009 Budget     February 4

The prior-year lock will not apply to MAX schedules C, F, J, and O.

Estimates associated with extension of the 2001 and 2003 Tax Acts will also be required at this time.
