This position is the Director of the Office of Financial Management (OFM), Chief Financial Officer (CFO), United States Capitol Police. The incumbent reports directly to the Chief Administrative Officer and is responsible for planning, administering and coordinating a comprehensive financial management program for the US Capitol Police (USCP). The work of the Office of Financial Management includes all financial management activities relating to the programs and operations of the USCP. These functions include budget and planning, procurement and purchasing, accounts payable and accounting.
The incumbent is responsible for overall management of day-to-day financial management operations and for long-range strategic planning of programs to ensure USCP’s readiness for normal and emergency operations. The work of the incumbent is accomplished through subordinate units that have specific program responsibility for assigned organizational functions and coordinates work and plans with other offices, such as the Office of Human Resources, Security Services Bureau, Office of Information Systems, Uniformed Services Bureau, Training Services Bureau, Protective Services Bureau and Office of Facilities and Logistics, to maintain appropriate resource levels.
Selectee for this position must pass a background investigation and be able to obtain and maintain a Top Secret clearance.
Appointment to this position is contingent upon funding availability.
U S Capitol Police positions at grade CP-14 and above are equivalent to Executive Branch Senior Executive Service (SES) positions.

Fiscal Officer II

The Fiscal Officer II directs the formulation of the annual operating budget ($35 million in FY 2011 and 277 positions) and Capital Improvement Program (CIP) budget requests ($50 million for FY 2011-2020), including development of justification materials to the City Manager, Mayor and Council. Upon enactment of the budget, the Fiscal Officer shall direct execution of available funds. Included within budget execution functions are the responsibility for the issuance of invoices for the provision of services by the Department; the payment of invoices for goods and services received; and issuance of purchase orders, statements of work, and requisitions. The Fiscal Officer also manages the Department’s ambulance billing program with collections in excess of $2 million annually and oversees the application for, and management of, Federal and Commonwealth of Virginia grants. (The Department has 25 active Federal and Commonwealth grants with values in excess of $2 million.) The Fiscal Officer provides advice and counsel to Department leadership on all fiscal matters. Lastly, the Fiscal Officer supervises and leads the Fiscal Team staff including a Fiscal Officer I and one or more Administrative Support Technicians.
The salary for this position ranges from $51,499.19 to $87,174.38 annually. The Fiscal Officer II reports to the Chief, Administrative Services Division.
