Reviews historical financial operating data and trends to prepare and/or validate estimates.
Prepares, reviews, and edits justifications for estimates to be used in the presentation of the budget. Assembles and develops background data and documentation in support of requested program budgets for reference and evidence in formulating the organization's operating budget.
Performs operational program budget execution duties. Performs studies and audits on internal control and use of funds throughout the year. Assures that obligations incurred and resulting expenditures of funds are in accordance with pertinent laws and regulations. Analyzes and evaluates the effects of program plans and budget issues. Continually monitors control point expenditures in relation to planned levels. Prepares reports of analysis, making recommendations for remedial action. Compiles and coordinates the presentation materials for assigned area of the budget.
Enters budgetary data into a variety of forms, schedules, reports, and automated financial systems. Recommends and makes adjustments, and prepares a variety of reports related to the status of funds, expenses, obligations, and other budget-related information.
Based on a variety of information, plans for and prepares estimates for projected operating budget(s). Prepares justification materials for the financial estimates.
Prepares supporting materials for budget presentations in response to questions from Office of Management and Budget (OMB) and/or Congressional committees.

Director, Planning and Business Analysis

Directs the financial planning, analysis, and budgeting for all elements of the enterprise, including contract and grant financial management. This is a senior and highly visible position, both internally and externally, and leads the organization through the financial long-range planning, on-going budgeting planning, and forecasting processes. Serves all members of senior management to proactively identify and communicate analysis, conclusions, and recommendations about business issues and business opportunities, including business expansion and acquisitions. The position provides analysis and guidance on general business, and special financial and operational guidance to key organizational leaders by developing strong relationships with those leaders and understanding their businesses. Serves as staff liaison to Board of Directors Finance and Administration Committee.
Requirements: MBA and minimum ten years experience in financial reporting, budgeting, planning, or analysis required in an equivalently sized and complex organization. Prior supervisory experience required. CFA highly desirable. CPA desirable. Strong communication skills. Ability to communicate financial and operational results to both internal and external parties. Knowledge of the media and broadcast industry a plus.

Director of Budget and Management
City of Norfolk, VA
The Director of Budget and Management is responsible for directing the preparation and administration of the annual operating and capital improvement program budgets for the City of Norfolk. Resposibilities include: planning, directing and supervising the preparation and administration of the annual operating budget which includes numerous funding sources; grants budgets, capital improvement programs and the long range financial plan. Must establish residency in the City of Norfolk within six months of appointment. Work requires a Masters degree in public administration, with emphasis in budget, finance, economics or a related field and at least 5 years of recent applicable experience in financial management, with at least 3 years in a significant management role.
